France has drafted a United Nations Security Council resolution calling for three thousand more troops to be sent to the Democratic Republic of Congo. The move is in response to a humanitarian crisis sparked by fighting between government and rebel forces. +++ LM-REIN+++ Fighting has broken out again in Riwindi, 130 kilometres north of the city of Goma in eastern Congo. Tutsi rebels loyal to General Laurent Nkunda have overrun a government army base there. 250 thousand people have fled their homes in the region since the fighting began.
