Climate change is also on the agenda of a European Union summit in Brussels. At the start of the two day meeting, German Chancellor Angela Merkel said she was optimistic a deal on climate change could be reached. The EU has set an ambitious target for cutting carbon emissions - but not all 27 members agree on how it should be financed.
