French conservative candidate Nicolas Sarkozy has won the country's run-off presidential election after his Socialist rival Segolene Royal conceded defeat.
A state of emergency has been declared in the area around the volcano which is in the Pacific "Ring of Fire." Nearly 30,000 people have been evacuated.
