EU plan to use frozen Russian assets to fund Ukraine

EU leaders are meeting in Brussels to debate whether to use frozen Russian assets to support Ukraine. The controversial plan would grant Kyiv a €140 billion loan without technically confiscating Russia's funds. Under international law, sovereign assets cannot be seized. DW correspondent Jack Parrock explains what EU leaders intend to do with the Russian money.
