In Venezuela, at least 20 people have been injured in the latest anti-government clashes with police.
The humanitarian tour will provide medical help to the crisis-ridden country, but Venezuelan officials said it was also part of a "strategic defense operation." Pharmaceutical prices have soared as the currency tanks.
China's president, Xi Jinping, has met with his Venezuelan counterpart, Nicolas Mauro, in Beijing. Maduro is hoping to deepen ties and secure increased financial support from his Chinese ally.
The international community should consider "all options," OAS head Luis Almagro said, to help suffering Venezuelans. Almagro reminded Latin American states that the crisis threatens to destabilize the entire region.
President Nicolas Maduro was unharmed after a blast interrupted his TV address. He blamed far-right factions for the "assassination" attempt, and his government already started taking action and arresting "terrorists."
