The EU rolled out a trillion-euro climate financing plan this week to bankroll its ambitious goal of making Europe the first carbon-neutral continent by 2050. It offers yet another sharp contrast with the United States, where critics say the government is ignoring or undermining climate science. Some US scientists are responding with their feet.
