China: Was a lockdown to blame for the Urumqi tragedy?

Beijing has signaled a shift in its COVID-19 policies following days of rare nationwide protests. Public anger erupted after an apartment fire in Xinjiang province resulted in 10 deaths, which rumors blamed on a lockdown. It's an allegation the authorities deny.
