The summit in the Hague was intended to tackle non-proliferation. But Russia's annexation of the southern Ukrainian region dominated talk on the sidelines of the summit.
The German chancellor has said lifting EU sanctions on Russia is off the table until a "real ceasefire" is achieved in Ukraine. The bloc introduced the measures after the annexation of Crimea in 2014.

In an interview with DW, US Special Representative for Ukraine Negotiations Kurt Volker blamed Russia for the stalemate in talks. He also reaffirmed the US's readiness to supply additional lethal weapons to Kyiv.
