South Sudan cease-fire agreed in Addis Ababa negotiations

South Sudan's government and rebel negotiators agreed a cease-fire at talks in Addis Ababa, to take effect within 24 hours. However, negotiators admitted that the agreement may not fully apply on the ground, since many fighters are irregulars not under disciplined command.
