Romania: High C-section rates a sign of corruption?

Romania has one of the highest rates of deliveries by cesarean section in the European Union, with up to 80% of babies born that way in some hospitals. Critics say it's just one sign of corruption in Romania's health service, where doctors can make more money with a C-section than a natural birth.
