菲律賓政府為風災危機處理作辯護

馬尼拉

菲律賓遭颱風「海燕」肆虐一星期後,該國政府對當局的危機處理作了辯護。據該國媒體報導,該國內政部長在遭受重創的塔克洛班(Tacloban)市強調,面對這樣的自然現象造成的災情,任何救災行動都難稱「迅速」。與此同時,該國救災局負責人承認,菲律賓對應對如此規模的自然災難準備不足。多日來,馬尼拉當局一再受到指責,對災民的援救過於遲緩、沒有效率。有關風災死亡人數目前存在不同說法。政府平民保護機構一名發言人稱,死亡人數為2360人;聯合國紐約總部一名發言人則稱,根據菲律賓社會福利和開發機構提供的數據,死亡人數為4460人。聯合國稱,此次百年不遇颱風導致的災民總數達1100萬。
