The UNHCR says Syria is the great tragedy of the century and has called for massive international support for the millions of refugees and displaced persons - half of which are children.
Angela Merkel is set to meet with leaders in Jordan and Lebanon. The two countries have the world's highest number of refugees per capita — an issue expected to be a central theme of the German chancellor's trip.
Lebanon's foreign minister has accused UNHCR workers of "spreading fear" and hindering the return of Syrian refugees. Lebanon says their presence has strained public services.
Angelina Jolie has said funding received by the UN refugee agency to help Syrian refugees has fallen sharply. The Hollywood star was visiting the Domiz Camp in Iraq, home to 33,000 refugees displaced by the Syrian war.
One person was displaced every two seconds in 2017, the newest UN refugee agency figures show. New displacements came from crises in Myanmar, Democratic Republic of the Congo and Syria, in particular.
