"With ten billion the whole region could be stabilized," says Gerd Müller (CSU), German Minister of Economic Cooperation and Development, in the DW interview. He calls for a Marshall Plan for Syria and Iraq.
"We won't be putting a check in anyone's pocket," Germany's development minister said. The new initiative follows a test program whereby Germany gave refugees extra money to return home.
Germany is hoping more Iraqi refugees will return home with the assistance of a massive aid package. But a senior minister has traveled to Iraq to ask for something in return.
The German development minister, Gerd Müller, says Germany and Iraq will step up cooperation on the reintegration of Iraqi refugees. He said up to 10,000 Iraqis would be helped to return home.
Kurdish-led forces have targeted 'IS' pockets in eastern Syria, where the "remnants of its leadership" are hiding, said a US official. Airstrikes that coincided with the announcement have left 23 civilians dead.
