With scarcely any functioning government in the country, security forces in Misrata can't do much more than send out patrols and keep a token watch on the situation. So thousands of refugees are fleeing to Europe through Libya.
Rights group Amnesty International has accused EU governments of supporting migrant abuse in Libya. Echoing previous reports, it found widespread abuse of migrants in Libya by the government, smugglers and armed groups.
DW spoke with John Dalhuisen, Amnesty's director for Europe and Central Asia, about the allegations that the EU has been complicit in the abuse of migrants in Libya.
German Chancellor Angela Merkel has met with the head of Libya's internationally recognized government, Fayez al-Sarraj. She said "there is still a lot to do" to improve migrant conditions in the country.
The plan to evacuate refugees stuck in Libya's camps will not work in practice, says Franziska Vilmar of the German branch of Amnesty International. It has only been designed to help the EU shirk its responsibilities.
