阿富汗总统卡尔扎伊透露,尽管在官方层面表示拒绝,但塔利班也同阿富汗政府进行谈判。在周四(2月16日)一期的《华尔街日报》网上版发表的一篇采访中,卡尔扎伊称,在美国和塔利班之间有接触,在阿富汗政府和塔利班之间也有接触,此外,三方还在一个中立地点举行过会晤。卡尔扎伊未透露该地点的名字。迄今,塔利班对外始终称阿富汗政府是美国的附庸,拒绝与之谈判。根据撤军时间表,至2014年年底,美国和北约的战斗部队将全部撤出阿富汗。
