阿什顿访问埃及敦促开启过渡进程

全世界都对埃及的局势忧心忡忡。被军方推翻的总统穆尔西的支持者和反对者之间爆发的冲突导致越来越多的人死亡,给民主变革带来危险。联合国和欧盟都在致力于在埃及冲突各方之间进行调解。

埃及持续的抗议活动已导致多人丧生

联合国秘书长潘基文周日同埃及临时副总统巴拉迪通电话时严厉谴责了暴力冲突。潘基文的办公室在一份通告中强调,"每多死一人,长期和解的努力就增加一分难度。"

潘基文还同土耳其和卡塔尔外长以及阿拉伯联盟秘书长一起讨论了埃及局势。他表示对埃及局势深感不安并指出,埃及当局必须尽快开启一体化政治进程。

必须全面开启一体化过渡进程

欧盟外交和安全政策高级代表阿什顿周一(7月29日)除了在开罗同临时副总统巴拉迪、临时总统曼苏尔和军方领导人塞西( Abdel Fattah al-Sisi )会晤外,还计划同穆斯林兄弟会的代表举行会谈。周日,阿什顿动身前往开罗之前表示,"我前往埃及的任务是同各方会晤,强调我们的立场,也就是包括穆斯林兄弟会在内的所有政治团体必须全面开始一体化的过渡进程"。

阿什顿强调,这一进程必须尽快推动埃及恢复合法秩序,举行自由公正的选举以及建立一个文官政府。

穆尔西支持者

埃及临时总统曼苏尔周日授权总理贝卜拉维( Hasem al-Beblawi),允许军方逮捕示威民众。这实际上意味着,贝卜拉维( Hasem al-Beblawi)授权军队今后可以自行处理危机,配合或者代替警方逮捕示威者和骚乱闹事者。

在开罗最新爆发的冲突中,埃及预备警察部队向抗议7月3日推翻穆尔西的伊斯兰派示威者开枪。

埃及军方领导人和内政部多次宣布,将清除穆斯林兄弟会数周来为反对解除穆尔西总统职务建立的抗议营地。由于曼苏尔发布了命令,军队也可能参加类似的清除行动。
