国际社会向阿富汗政府承诺,2014年撤军后将继续为该国提供上百亿美元的财政援助。在东京举行的阿富汗会议上,日本代表团透露,各国承诺在2015年以前提供约160亿美元的援助,相当于每年约40亿美元。作为回报,阿富汗在一份闭会文件中同意承担一系列义务,包括自由选举、加强财政监督和政府管理、打击腐败等。在此次约70个出资国、邻国代表及国际组织出席的会议前,德国外长韦斯特韦勒也发出相关呼吁。2014年国际援军战斗力量撤离后,德国每年将继续提供4.3亿欧元直到至少2016年,以帮助该国发展。阿富汗总统卡尔扎伊就此向韦斯特韦勒表示感谢。
