菲律宾政府为风灾危机处理作辩护

菲律宾遭台风“海燕”肆虐一星期后,该国政府对当局的危机处理作了辩护。据该国媒体报道,该国内政部长在遭受重创的塔克洛班(Tacloban)市强调,面对这样的自然现象造成的灾情,任何救灾行动都难称“迅速”。与此同时,该国救灾局负责人承认,菲律宾对应对如此规模的自然灾难准备不足。多日来,马尼拉当局一再受到指责,对灾民的援救过于迟缓、没有效率。有关风灾死亡人数目前存在不同说法。政府平民保护机构一名发言人称,死亡人数为2360人;联合国纽约总部一名发言人则称,根据菲律宾社会福利和开发机构提供的数据,死亡人数为4460人。联合国称,此次百年不遇台风导致的灾民总数达1100万。
