华沙气候峰会几无进展

为期两周的联合国华沙气候峰会预定今晚(11月22日)结束。不过,鉴于与会各方分歧严重,会议有可能延长至周六早晨。争议的焦点是,各国至迟在何时必须提出本国温室气体排放目标,以及如何向因气候变化受损的贫穷国家提供资金援助。两周来,来自194个国家以及众多国际机构和组织的代表力争在达成一项新的气候协定的讨论中取得进展。该协定应于2015年制定完成,2020年起生效。因会议几无进展,绿色和平、世界自然基金会、地球之友等国际环境组织宣布退出气候峰会。
