The German government has recognised Kosovo as an independent state and says it is planning open an embassy in the breakaway Serbian province. Defence Minister Franz Josef Jung is on his way to Kosovo to talk to officials there and to commanders of NATO's Kosovo Force . Serbia responded to the German announcement Wednesday by saying it would recall its ambassadors in Germany and in Austria.
