The social networking company has said the bug related to direct messages between users and businesses. Less than 1 percent of Twitter's more than 330 million monthly active users are believed to have been affected.
The European Commission said it "cannot negotiate forever" and plans fine social media companies that do not comply with stricter consumer laws. Facebook and Twitter have until the end of 2018 before sanctions kick in.
The heat is on internet giants Facebook and Twitter as they scramble to make their platforms less vunerable to manipulation, but at the same time are under fire from US President Donald Trump who says they are biased against him.
