The Prime Minister of Albania is, rather unusually for a politician, an artist. A proper painter and sculptor. Who has exhibitions. But, for the past 12 months, he has been embroiled in a scandal about art – or at least the artistic merits of a building - that has tarnished his reputation and has the potential even to cut short his political career.
