Inside Europe: A push to promote the French language

French President Emmanuel Macron has launched an ambitious plan to turn French into the world's top language especially in Africa. But while some Francophiles applaud the initiative that earmarks hundreds of millions of euros to promote French in the arts, business and international forums, critics, especially African ones, say the plan smacks of neo-colonialism.
