Authorities in central China said a bus carrying 20 people from Ezhou to Wuhan in the Hubei province plunged into a lake early Friday morning, killing all but two on board.

The provincial government said on an official website the accident took place near the city of Ezhou, and that the driver was under investigation. Much of central China has been in a thick fog for the past few days, although weather was not yet confirmed to be a factor in the accident.

Traffic accidents are common in China, where more than 260,000 people died on the roads in 2013, according to the World Health Organization.

Official Chinese statistics are much lower, however, and hold that there were 58,022 fatal traffic accidents in the country last year.
