The Human Rights Research and Advocacy Consortium or HRRAC for Afghanistan has published a new research report on the Afghan perception of security.
More than 2,100 civilians were killed in Afghanistan in 2008
The report is based on a poll of nearly 1,400 people in six Afghan districts.
CARE International is among the 13 aid agencies and organizations represented in the consortium.
The basic finding of their new study is that ordinary Afghans are losing hope.
The study suggests that over 60 percent of Afghans believe that the security in their communities has worsened since 2004.
