美國和菲律賓周五開始名為"肩並肩"的年度聯合軍事演習，菲律賓特別強調，該演習對於其構建國防能力，以抵禦來自中國的日益增加的威脅。菲外長羅薩裡奧（Albert del Rosario）在馬尼拉國防總部發表講話時指責中國利用其在南中國海地區的進攻性非法行為，使亞洲局勢變得動蕩不安。據悉此次有超過八千名美國和菲律賓士兵、30架軍用飛機參與演習，其中包括12架美國 F/A-18大黃蜂戰鬥機，此外還有三艘軍艦。
