Viongozi wa Sudan na Sudan kusini wakutana Addis

Viongozi wa Sudan na Sudan kusini wamekutana Ijumaa(04.01.2013)kuondoa hali ya wasi wasi ambayo imetanda tangu kusini kujitenga mwaka 2011 na kuanza usafirishaji mafuta ili kukwamua uchumi wa nchi hizo unaodidimia.

Rais Omar al-Bashir akikutana na waziri mkuu wa Ethiopia Hailemariam Desalegn

Viongozi wote hao wawili watakutana kwa mara ya kwanza peke yao katika mkutano utakaofanyika hii leo Jumamosi (05.01.2013), limeeleza shirika la habari la Sudan SUNA.

Makubaliano hayakutekelezwa

Sudan na Sudan kusini tayari zimekubaliana mwezi Septemba kuanza tena kwa mauzo ya mafuta na kuhakikisha usalama wa mpaka wao ambao mara kwa mara huzuka mapigano , lakini zilishindwa kufuatilia utekelezaji kutokana na kuwapo hali ya kutoaminiana, hali inayokutikana katika mataifa hayo ya Afrika ambayo yamepigana vita virefu vya wenyewe kwa wenyewe.

Wachambuzi wa masuala ya kisiasa wanasema mvutano huo umesaidia kuongeza umaarufu ndani ya nchi hizo kwa serikali zote kwa kuondoa mtazamo kutoka katika matatizo yao ya kiuchumi na kutapakaa kwa rushwa.

Lakini uchumi wa nchi hizo mbili jirani unategemea sana mapato yatokanayo na nishati na zinahitaji mafuta kusafirishwa kutoka katika visima katika Sudan ya kusini.

Serikali ya kusini mjini Juba ilifunga visima vyake vyote vinavyotoa kiasi ya mapipa 350,000 mwaka mmoja uliopita baada ya kushindwa kukubaliana juu ya kodi ya mauzo ya nje.

Upande wa kaskazini unaitoza Sudan kusini mamilioni ya dola kwa mwezi kwa kupitisha mafuta ghafi katika ardhi yake na kuyauza nje kupitia kituo kilichoko katika bahari ya Sham.

Chini ya makubaliano yaliyofikiwa mwezi Septemba , wamekubaliana kuyaondoa majeshi yao kutoka katika mpaka ambao una umbali wa kilometa 2,000, eneo ambalo kwa kiasi kikubwa linagombaniwa na nchi hizo.Pande zote mbili zinasema eneo kama hilo lisilokuwa na shughuli za kijeshi ni muhimu kabla ya mafuta kutoka Sudan kusini ambayo haina bandari yataweza kutiririka tena kupitia ardhi ya Sudan.

Lawama kila upande

Jana Ijumaa(04.01.2013), kiongozi wa ujumbe wa Sudan ya kusini katika majadiliano hayo Pagan Amum ameishutumu Sudan kwa kudondosha mabomu katika eneo la mpaka mara nne wiki hii. Jeshi la Sudan halikupatikana mara moja kutoa maelezo yake lakini kila mara inakana madai hayo.

"Hii kwa kweli ni hali ambayo si nzuri. Mashambulizi haya ya anga yanaleta athari ambayo si nzuri katika mkutano na majadiliano," Amum amewaambia waandishi habari mjini Addis Ababa.

Kwa upande wake Sudan nayo inailaumu mara kwa mara Sudan ya kusini kwa kuwaunga mkono waasi wa Sudan People's Liberation Movement- North (SPLM-North) katika majimbo mawili ya mpakani. Serikali ya Sudan kusini inakana shutuma hizo na kusema Sudan inawaunga mkono wanamgambo katika ardhi yake.

Wanadiplomasia wanasema kuwa pande zote mbili zinaichukulia mikutano kama hiyo kuwa ni nafasi ya kugusa maeneo dhaifu ya upande mwingine badala ya kuwa ni fursa ya kutatua matatizo yao.

Wakati huo huo maafisa wa Sudan kusini wamesema kuwa rais wa nchi hiyo anatarajiwa kupendekeza matumizi ya upatanishi wa lazima wa kimataifa ili kutatua mzozo wa mpaka na Sudan.
