Mursi atangaza hali ya hatari Misri

Rais wa Misri, Mohammed Mursi ametangaza utawala wa hali ya hatari na amri ya kutotoka nje wakati wa usiku kwa muda wa mwezi mmoja katika majimbo matatu ya nchi hiyo.

Rais Mursi ambaye anakabiliwa na mtihani mgumu kabisa tangu alipoingia madarakani mwezi Juni mwaka jana, amesema amri hiyo imeanza kutekelezwa usiku wa kuamkia leo (28.01.2013).

Kufuatia siku nne za machafuko rais huyo alisimama mbele ya kamera ya televisheni na kutangaza amri hiyo katika mikoa ya Port Said, Suez na Ismailia. Miji hiyo ilikabiliwa na mapambano makali kwa siku kadhaa kati ya polisi na waandamanaji yaliyosababisha vifo vya watu zaidi ya 50. Katika hotuba yake iliyoonyeshwa kwenye runinga, Rais Mursi alisema vyombo vya dola vina uwezo wa kulilinda taifa, taasisi na umma.

Aliongeza kusema kwamba ameiamuru wizara ya mambo ya ndani, ambayo inasimamia idara ya polisi, kukabiliana vikali na kwa nguvu zote, na kile alichokiita kuwa ni uvunjaji wa sheria. "Wote wanaohatarisha usalama wa raia, yeyote anayetumia silaha, anayefunga barabara na kuvuruga utangamano, lazima achukuliwe hatua kali," alisema rais Mursi.

Mursi ataka kufanyike mdahalo

Kiongozi huyo ameutolea mwito upinzani kushiriki kwenye mdahalo wa kitaifa. Mursi aidha amesema atakutana leo na viongozi wa upinzani na kusisitiza kuwa mdahalo ndio utakaosaidia kuijenga Misri mpya iliyo huru. "Njia pekee ya kusonga mbele ni kupitia mdahalo. Hakuna njia nyengine mbadala. Ndio maana leo nitakutana na viongozi wote wa kisiasa wa Misri kuijadili hali na mazingira ya kufanyika mdahalo."

Hata hivyo rais Mursi hakutoa maelezo ya kina kuhusiana na mazungumzo hayo. Msemaji wa vuguvugu la ukombozi nchini Misri, ambalo ni muungano wa vyama vya upinzani visivyoegemea dini, Khaled Dawoud, ameipongeza hatua ya kiongozi huyo. Dawoud amesema ni njia muafaka ya kupambana na vitendo vya uhalifu. Hata hivyo amemkosoa rais kwa kupuuzilia mbali tatizo kubwa linaloikabili Misri, yaani sera zake.

Wajumbe wa muungano huo walisema awali kwamba mdahalo unaweza kufanyika tu wakati masharti yao yatakapotimizwa, yakiwemo kuifanyia mageuzi katiba na kuundwa kwa serikali pana isiyo na upendeleo. Rais Mursi analaumiwa kwa kuingoza nchi kufuatua maagizo ya chama cha Udugu wa Kiislamu na kushindwa kuufufua uchumi wa nchi uliodorora.

Vifaru vyapiga doria Suez

Jenerali mmoja wa jeshi la Misri anayehusika na utekelezaji wa amri iliyotolewa amesema vifaru vimekuwa vikipiga doria katika barabara za mji wa bandari wa Suez. Jenerali huyo ameeleza kuwa vifaru hivyo vimewekwa sio tu katikati mwa mji huo, bali pia katika barabara nyengine zilizo karibu. "Jeshi linapaswa kutekeleza amri iliyotolewa kuhakikisha linawakamata watu ndani ya nyumba zao iwapo watavunja sheria."

Tangu Alhamisi wiki iliyopita, kumeshuhudiwa maandamano ya machafuko yaliyosababisha umwagikaji wa damu katika miji ya Cairo, Alexandria na mingine. Waandamanaji waliyalenga maeneo ya chama cha Udugu wa Kiislamu na majengo ya serikali. Watu kadhaa walipoteza maisha, hususan katika miji ya Port Said na Suez, ambayo sasa inadhibitiwa na jeshi.
