Zimbabweans are voting Saturday in a constitutional referendum that is backed by the rival political parties of President Robert Mugabe and Prime Minister Morgan Tsvangirai. If approved, the constitution would restrict the president's ability to pass authoritarian decrees. It would also pave the way for a National Peace and Reconciliation Commission on past violence and human rights violations.
