Rice arrived in India from Brussels, where she attended a meeting of NATO foreign ministers. The military alliance agreed to what it calls a "conditional and graduated" re-engagement with Moscow. Contacts with Moscow were suspended after the conflict between Russia and Georgia in August. The US has also dropped its efforts to gain quick NATO membership for Georgia and Ukraine.
