Serbia has signed a pact on closer ties with the European Union. The Stabilization and Association Agreement is a first step towards talks on Serbia eventually joining the bloc. But under the conditions, the document can only be ratified once all EU member states feel Belgrade is cooperating fully in the search for indicted war criminals.
