North Korea's state media says leader Kim Jong Un has called the launch of a ballistic missile "a meaningful prelude to containing Guam." Earlier, the UN Security Council condemned the firing of the missile, which flew over Japan.
The White House and Tillerson had differing accounts of which country was being helpful on North Korea. Meanwhile North Korea's UN ambassador has insisted its nuclear ambitions were in self-defense against the US.
North Korea has launched what appears to be a ballistic missile into the Sea of Japan, claiming it has the ability to strike anywhere on the US continent. China responded by urging Pyongyang not to raise tensions.
Hawaii has tested a nuclear attack warning for the first time since the Cold War, after North Korea claimed its missiles could hit anywhere in the US. The UN will hold talks later this month in a bid to lower tensions.
The move comes after North Korea recently tested missiles over the pacifist country. The new missiles will be capable of reaching North Korea.
