A year ago, warring parties in Ukraine signed a ceasefire. But the fighting is intensifying. The Minsk agreement called for the withdrawal of heavy weaponry by Ukrainian forces and the Russian backed rebels -along with full monitoring of the Russia-Ukraine border by the Vienna based Organisation for Security and Cooperation in Europe. But is the fragile ceasefire now a failed one?
