French prison reform tackles overcrowding

France is experimenting with alternatives to 24/7 incarceration in a bid to curb overcrowding. But the new measures don't apply to radicalized prisoners, whose numbers represent a huge worry for France, Europe's top exporter of jihadists to Iraq and Syria and the target of multiple terrorist attacks.
