German youths are turning away from tobacco and cannabis. That's according to the annual report released by the government's commissioner on drug abuse. The number of young people who were smokers has declined to 18 percent - that's down from 28 percent just six years ago. But there's been an "alarming" increase in hard drinking among the young.
