French President Nicolas Sarkozy has outlined his country's plans for its presidency of the European Union -- which it took over from Slovenia on July 1st. His plans include new legislation on climate change, and proposals aimed at finding a way out of the impasse over the EU reform treaty following its rejection by Irish voters.
