Tens of thousands of North Koreans are forced into labour abroad, in countries like China and Russia. A United Nations special rapporteur has found the business is worth billions of dollars to Pyongyang. It helps the regime prop up its economy.
Pyongyang has fired an intermediate-range missile over Japanese territory for the second time in two weeks, a day after Kim Jong Un threatened Tokyo for supporting the US.
The Republican-led House has voted overwhelmingly to impose fresh sanctions on North Korea. The vote has come as Secretary of State Rex Tillerson urged South East Asian allies to further isolate Pyongyang.
The United States has imposed sanctions on North Korea's top officials, including its leader Kim Jong Un, for human rights abuses. It is the first time the US has held Kim directly responsible for extreme rights abuses.
The group that represents Koreans loyal to Pyongyang is accused of abetting the Kim regime by providing funds and banned technology. It is also linked to the abduction of Japanese, organized crime and drug distribution.
