It wants to resettle 50, 000 more refugees and deport more migrants whose asylum applications fail, or who reach the EU for economic reasons. The issue of migration has divided EU member states since the mass influx of 2015.
DW spoke with John Dalhuisen, Amnesty's director for Europe and Central Asia, about the allegations that the EU has been complicit in the abuse of migrants in Libya.
The issue of migration is deepening the rift between east and west in the EU. But for a long time now, more fundamental issues such as legal integrity and solidarity have been at stake, says DW's Bernd Riegert.
A Bundeswehr vessel has rescued 102 migrants off the coast of Libya. In a dramatic few days of rescue missions, a further 50 migrants were airlifted after being stranded in the Aegean Sea between Turkey and Greece.
Rights group Amnesty International has accused EU governments of supporting migrant abuse in Libya. Echoing previous reports, it found widespread abuse of migrants in Libya by the government, smugglers and armed groups.
