The board of the European Central Bank made its first major policy decision of the year on Thursday, leaving interest rates in the euro zone unchanged. ECB President Wim Duisenberg and his team came through with a 50-basis point cut in December, which brought its benchmark lending rate down to 2.75 percent. Analysts had not expected any change in the rate this week.
