Panama has asked the US and Britain for help in analysing weapons found on a seized North Korean freighter. Cuba says the arms are its property and that they were being sent to North Korea for repairs.
Washington is at a turning point in its North Korea policy, with a new terror blacklisting and a more aggressive sanctions regime that is drawing the ire of China and further isolating the embattled regime in Pyongyang.
