Three days of national mourning have been declared, in a country deeply shocked by the carnage. The population of Brussels was also asked to observe a minute's silence at noon Wednesday, led by King Philippe and Prime Minister Charles Michel.
Salah Abdeslam, the last remaining suspect in the 2015 Paris attacks, has been found guilty of attempted terrorist murder in a separate trial in Brussels. He has been sentenced to 20 years in prison.
Belgian police are holding three people for questioning after anti-terror raids in Brussels. The raids were in the suburb of Molenbeek, where some of the Paris and Brussels attackers had lived or passed through.
EU ministers are to discuss new security initiatives with the Western Balkans in what is seen as the first step toward EU accession. Brussels has said it hopes the Western Balkan states will join the bloc by 2025.
