Both the Ukrainian government and Russian-backed separatists are blaming each other for breaking a ceasefire this week. Shelling in Ukraine's Donetsk region has left at least 15 dead, leading the US ambassador to the UN to condemn Russia.
Germany's foreign minister, Heiko Maas, has said it's far too early to discuss Russia returning to a group of the world's most powerful economies. Foreign ministers from the G7 met ahead of a leaders' summit in June.
The G7 is to examine more closely Russia's attempts to sow "doubt and confusion" abroad, Britain's foreign secretary has said. The announcement was made on the sidelines of a ministerial meeting in Canada.
The US global human rights report covers some 200 countries and territories. China, Russia, Iran and North Korea were top of the list in violating human rights.
Chancellor Angela Merkel told President Petro Poroshenko that a UN-led peace mission for eastern Ukraine remains Germany's aim. The leaders also discussed the underwater gas pipelines from Russia to the European Union.
