Aiming to tackle the root causes of mass migration from Africa, European leaders have approved a €1.8 billion trust fund for Africa. For its side, Africa has agreed to take back deported migrants more quickly.
Up to 50 people believed to have been migrants from Somalia and Ethiopia have been "deliberately drowned" near Yemen. The UN's migration agency has called the killings "shocking and inhumane."
The UN has said there are no signs a migrant influx from Libya to Europe is abating. The warning comes as Italy pleads for Europe to take collective action to an unfolding crisis.
More than 2,100 people have been rescued in the Mediterranean and are heading to Italy. Warmer weather has encouraged even more human traffickers in Libya to launch unseaworthy boats packed with migrants toward Europe.
Hungarian officials have argued that the new fence will secure both Hungary and the EU from additional migrants. International groups have criticized Hungary for its recent anti-migration measures.
